PR description by @felixfbecker: Adds job description for code insights frontend engineer to the handbook to attract engineers specifically excited about code insights. Mostly "forked" from the frontend job listing, but tweaked for code insights.

Moving to a formal PR now that @felixfbecker and I have had a chance to discuss this async in a google doc.

This should be held until #2140 is merged (done), but creating this draft to not block further discussion.
