distribution: reorganize ownership for readability, updates

Reformats the distribution ownership page to use headers, add a few things that were missing before, though I'm not sure this is an exhaustive list still.

The main improvement from moving away from nested lists here is that previously you couldn't link to specific ownership areas, and nested links dont work in the handbook:
