Document process for the search team's 2-week iterations

As mentioned in the last search sync, I would like us to experiment with 2-week iterations starting next Monday (2020-09-21).

I'd like to move away from tracking issues to track these iterations, and use instead:

  • An iteration log in the handbook to hold prose description of planned outcomes and work log updates, inspired by what @stefanhengl and @keegancsmith have been maintaining to track their performance work.
  • A project board to track granular work items (issues and/or cards).

If there are no major concerns here, @sourcegraph/search can start planning the 2020-09-21 iteration using this process 🙂
