Update distribution goals

This is a first pass at updating our goals to better reflect the current status of our goals, including setting intermediate milestones and defining an estimated time for "Medium Term". Im still working on this document, but I want to share it as a draft so we can start to collaborate on it.

For the time length of medium-term goals I chose 3~6 months, as short-term goals, which are monthly, are already reflected in our tracking issues and this amount of time gives us enough headroom for "medium sized" projects as well.

Im also starting a draft of our long term goals and other challenges/ideas/etc, I have not done a draft of that yet and will fold it here once ready, or create a new PR if this is ready to merge before that.
