Security planning and communication changes

In going through goal setting I realize that the issues I was having with regards to goals were both larger, and easier to solve. The real issue involved our team being new, and not yet knowing how to work.

I'm proposing this being the experiment for how we start working. We can always change things over time, but I wanted to start with a baseline from something I felt would both work well, and generally align with how other teams work. Although @daxmc99 is not on the #security team, given his interactions with all of us, I feel that his comments are naturally valuable here.
