VSCE: Implement open file in Sourcegraph and copy link to file for remote files

Add to features from #28404 (closed) and #28363 (closed) to enable use with remote files. "Remote file" in this context refers to a file from a Sourcegraph instance opened in VS Code (typically as a result of clicking on a search result)
