Refactor symbols build

Currently libsqlite3pcre and ctags images are non-hermetic. We've been bitten by this before. I've inlined the content of these shared images into cmd/server and cmd/symbols where they are used.

There may be more context here that I don't understand, but this build seems crufty and/or needlessly complex.
