authz: add site admin page for repositories permissions

This PR adds a new page in the site admin to show the list of repository permissions, it can:

  • Search by repository name
  • Sort by most and least recent updated
  • Display last updated time

The UX was discussed together with @imtommyroberts and @ryanslade.
