search: Enable "apply-selection-on-enter" by default if core workflow improvements are enabled

As the title says, this enables the experimental feature to apply search query suggestions by pressing the "Enter" key also for core workflow improvements.
Test plan
Enable core workflow improvements (aka "simple ui"), enter search query and wait for suggestions. The first suggestions is not selected anymore. Suggestions can be applied by pressing arrow down followed by Enter.
