Remove deprecated Tooltip component, controller, API usage

NOTE: This cannot be merged until after #38838, which removes all remaining uses of data-tooltip.
This removes the deprecated Tooltip component, its controller, and any API calls or functions designed to work with them. I believe everything that's removed would have only related to the deprecated tooltip - but please let me know if that's incorrect.
Test plan
There should be no impact to the application at this point by removing this, as everything should have been migrated already.
