sg: fix sg start oss

Aaaaand this is why many PRs are better than just one. These changes were shipped within #38012 amongst other things, but were reverted later in https://github.com/sourcegraph/sourcegraph/pull/38103 😵‍💫 because the rest of the PR had issues.
