liberation: FREE THE STORES

Move codeintel store code from enterprise to internal. This does NOT open source any existing entrypoints into the database. We need this code available as we cannibalize it into services for RFC 619. This is currently blocking @mrnugget and I's attempt to reuse policy code for lockfile indexing and retention.

Test plan

Existing CI should catch any reasonable rename kerfuffle.
