batches: show download src-cli button when executors are not enabled

This adds a run server side information modal for users without executors and also takes into consideration if executors are present before displaying two action buttons that allow the user to complete the execution. If executors are enabled the run server side button will be first, if not not the download for src cli button will be first.
question/comment:
Is it ok that there is no video in the run server side modal? i believe the video was was moved to a later date?
Also, I'm waiting to add where the 'request demo' button in the run server side modal should link to.
