ci: use `PERCY_PARALLEL_TOTAL` instead of the `finalize` step

Context
The npx @percy/cli build:finalize step is flaky. This PR switches to the PERCY_PARALLEL_TOTAL environment variable for Percy build finalization to avoid flakes.
Test plan
Check if the Percy build is finalized on CI.
