This PR adds some controls UI such as dashboard context menu and add new dashboard button. This PR completes the creation and edit UI for the dashboard page. At this PR the dashboard page has all controls that are needed for the creation dashboard form and edit dashboard form.

Note: Copy link and delete functionality will be implemented in the next PR.

Also, this PR fixes a problem with the accessibility of the insight card context menu.
