This PR updates our <Toggle /> component to use the new refresh styles

Note

1. We have a different component called <ToggleBig />, it's similar with some extra content and only used on the extensions registry. I want to refactor this to just be a prop, e.g. <Toggle big={true} /> but first I think it's important to see if we actually want to use this component after the redesign has been finished.
