This PR changes the result returned by defaultRepos.List to return the all the repos contained in the default_repos table as well as all of the repos added by an external service created by a user. Fixes #14042 (closed)

Todo:

  • Functional QA
  • Test the query on a decent number of repos + external services (~50k each)
  • Test the query on a large number of repos + external services (Million+)
