Add documentation on how to get a pg instance clone of prod

We've all done it, we shall not though, so we (@keegancsmith and I) made up some documentation for a blessed way to get a clone of the pg production instance, to do investigation on indexes and other performance problems, rather than using prod for that and risking an outage.
