CI: error Command "nyc" not found.

Many CI builds of mine just started failing with the error in the title. These are on branches that did not make any changes to nyc.
For example:
I will look into this and close it when if I figure it out. CCing other people who seem to be working on testing stuff right now for awareness: @nicksnyder @felixfbecker
