Onboarding changes for 3.15

Expanding on issue #8584 (closed) we're working on a small onboarding change to push in 3.15
This changes the current onboarding pop up, taking away links (that sometimes go nowhere), and instead adding carats that expand and include more information, including relevant links that can be actioned (docs, guides, locations that relate to onboarding step).
