Clean up usernames created when using http-header auth with Google IAP

Feature request description

Improve support for Google IAP when used with the http-header auth provider.

  • Customer uses http-header auth provider with usernameHeader set to X-Goog-Authenticated-User-Email, but then their usernames are accounts-google-com-alice (want alice)
