Creating a manual campaign -> unexpected draft mode

Repros on master. When you create a new manual campaign, it is in draft mode after creation:

It should not be in draft mode because (1) I clicked Create not Create draft (that button is not shown for manual campaigns) and (2) draft mode is meaningless for manual campaigns.
