Quick configuration actions have light background in dark theme

Steps to reproduce:

1. Use dark theme
2. Navigate to a settings page (eg. global settings)

Expected behavior:

Quick configure actions row has a dark background.

Actual behavior:

Quick configure actions row has a light background.
