Figure out underlying race condition behind aws code commit tests

While investigating https://github.com/sourcegraph/sourcegraph/pull/7741, I noticed that the aws code commit e2e test exhibited flakey / racey behavior. It needs to be investigated whether or not this is a real, customer-facing issue or just another e2e infra issue.
