a8n/web: UI for manual Campaigns displays unnecessary fields

The UI shows the "Type" and "Arguments" field for a manual Campaign even though they cannot be edited:

The fields also show up when editing the Campaign.

I propose getting rid of "Type" and "Arguments" for manual Campaigns and instead pulling the "Add changeset" form up to that section.
