Extension "last updated" should reflect releases

The Last updated date of an extension should be the latest of either:
- updating the extension metadata (extension ID)
- releasing a new extension version
Currently it is only the former, which happens rarely.
You can see this on https://sourcegraph.com/extensions/sourcegraph/git-extras, where it says "3 days ago" even though I just released a new version.
