RFC 697: Test/measure large oobmigration

Determine if there are quick ways to adjust speed for some large oobmigrations. In particular, the codeintel-db oobmigrations may take hours on a single thread. We should adjust batch sizes and the number of concurrent operations to see how we can have the user tune the upgrade process.
