JetBrains: 'Search on Sourcegraph' doesn't open browser on Windows

Sourcegraph version: v3.41.0 Platform information: JetBrains Rider 2022.2.1 Windows OS Plugin version: 2.0.0

Steps to reproduce:

1. On windows, download the Rider IDE
2. The 'Alt + S' does not work when using the plugin to connect to a private instance.

Expected behavior:

With a configured URL and Access token, this is expected to work on both sourcegraph.com and private instance

Actual behavior:

On a windows machine, It does not work when connecting to a private instance
