cla-bot: enforce CLA in sourcegraph/sourcegraph only in enterprise directory

From legal guidance:

Need CLA for closed source portions of our code, for all contributions over 10 or 15 loc. If easier to implement a CLA bot for all contributions to closed (non-OSS) folders, that’s fine. No need CLA for OSS folders, including for Zoekt.
