[SPIKE] Investigate getting lucky search suggestion result counts when lucky search is not enabled

When lucky search is disabled, we might want to nudge users to re-enable it. Nudging it on a search that will not produce lucky results would be weird.

Ideally, we can run lucky search interpretations even when lucky search is turned off (patterntype === standard) and, if we know that lucky search would add results, suggest that the user enable it.
