RFC: How we want to store batch spec templates for library

This RFC should answer where the batch specs will be stored, a continuation from our team sync discussion from 7/21 where we briefly discussed various ideas surrounding how to store our batch spec templates.

if we want a cloud based registry for the specs
how customers will get template updates
template metadata (will it live in a database or batch spec?)
solutions for air-gapped instances
do we want to add tags as a field inside the spec for MVP?
and, our longer term option of a terraform registry for specs.

We will also want to discuss if we want to solely consider the longer term option? or have both a short and long term option.
