Library: break down MVP work into issues

The MVP is defined in https://github.com/sourcegraph/sourcegraph/issues/32687, and designed in https://github.com/sourcegraph/sourcegraph/issues/36483.

We need to create a list of issues (including need RFCs and spike issues) that lead to the MVP. We can use the feature/library to label those issues
