Allow reason for authentication failure when user is not in configured allowGroups to be configurable

Security teams often do not want users to know the exact reason why a user was not granted access to a system. Could we make the message that gets displayed configurable when users are denied access because they are not in the configured allowGroups?
Ideally, admins could configure the message so it points them to the right person to contact to get access (i.e., get a license to use Sourcegraph).
