[Accessibility]: invest in improving screen reader experience for server-side execution workflows

https://github.com/sourcegraph/sourcegraph/pull/38788 revealed that making the server-side execution workflow screen-reader-friendly is a sufficiently complex task to warrant dedicated investment. Once the UI and general workflow has stabilized after beta feedback and we have better application-wide guidelines from the frontend platform team on designing screen-reader-assisted interfaces for extremely dynamic UIs, we should invest design and engineering resources into improving the experience across the create, execute, and edit workflows.
