bk-job-dispatcher: operate multiple queues

Right now the best way to operate a new queue, for example a queue of more expensive nodes is to spin up a new buildkite-job-dispatcher instance pointed at a specific queue.

It might be nice to introduce a config format of sorts here that allows a single dispatcher to operate multiple queues types
