dev/sg: force fix setup

@mucles and I were trying to debug his sg setup and we ran into a strangely set up asdf installation we were able to somewhat fix by changing setup code to allow us to reinstall asdf, which helps us run an extra step to add something to the shell config.

For situations like this we might want to have a mechanism for "forcing" sg setup to re-install something
