Batch Changes Executors State filter(UI bug/delay) in the executors page does not work

Steps to reproduce:
Right now, when I switch the value from All to Active, it still shows the inactive executors, but the weird thing is that I'm sure I've seen it work correctly other times.
It seems to be related to how recent the executors where last seen.
It seems to be time-related. After a good amount of time I switch from All to Active, and some of the inactive executors are now filtered out.
