Implements a portion of RFC 696: Reduced isolation deployments for executor.

Explore how to write adjustments to our Terraform modules so that we can turn off Firecracker isolation, all else being equal. Artifact should be new (and tested in Dogfood) terraform modules that can run off of bare metal. Product docs must also be updated before closing this issue.
