Wildcard component: a new tabs component for top level navigation

Component description

Currently a number of pages, including the homepages for Notebooks, Code Monitoring, and Batch Changes, use tabs for top level navigation. Example:

However, in the code, each of these tabs is implemented separately using links/buttons and styling them for each page. They currently don't use the Tabs component.

Please add a variant of the Tabs component that can replace all these uses of custom tabs and unify the styles and accessibility.
