Fix the alert and dashboard for commitgraph

A recent change to the metrics moved the metric that updated this jobs health to a new dashboard. The alert didn't get updated yet, and was firing as soon as cloud deployed the most recent version. The job is running as expected, and there is no known disruption to cloud service.

The team will fix the alert and dashboard next week.
