RFC: Storing customer deployment information

Complete an RFC for proposal to establish a centralized location to store data about customer architecture and resourcing needs. Completion includes sharing with cross-functional stakeholders for comments, feedback and approval.

Problem

At this time, we do not capture information after the initial Customer deployment lead by CE. If customers make changes to their architecture, we do not have a process to learn about these changes and update our knowledge about how the customer is running Sourcegraph.

We hope to provide better guidance that is tailored to the customer's current architecture.
