insights: [spike] - programmatic repo selection for live preview over all insights

When providing a live preview for insights that run over all repos, it is necessary to limit the preview to only a subset of data so that it can provide meaningful data in a timely manner. We believe that limiting the preview to a subset of repos provides the best experience for a user.

This spike is to investigate programmatic ways in which it is possible to determine a subset of repos that the current user has access to that will contain relevant data for the search query that can then be used for the purpose of the insight preview.
