[Accessibility]: Notepad is not directly focusable

Problem description

The notepad can only focused after navigation through all search results, which is inconvenient if there are many search results.

1. Enable notepad by going to https://sourcegraph.com/notebooks and click the "Enable Notepad" button (notepad should be visible in the bottom right corner).
2. Perform a search on https://sourcegraph.com/search that yields a non-trivial amount of search results.
3. Try to tab to notepad.

Expected behavior

There should be an easier way to navigate to notepad than tabbing through all search results.
