Move Jira extension out of beta

We've had a product gap to support a similar feature to GitHub's Autolinks. Specifically this gap is talking about Jira however.

We actually have a Jira extension that does what the customer would like, however it's marked as experimental so is not discoverable.

Acceptance criteria:

• Determine if this extensions solves the customers use case
• Determine what work needs to be done before we're happy making this non-experimental
• Decide if we want to do this work
