search: replace zoekt-wrapper script sleep hack

zoekt-wrapper contains a hack that sleeps five seconds to wait for the frontend to start before starting zoekt-sourcegraph-indexserver. That could be too long, or not long enough. It would be better if zoekt-sourcegraph-indexserver would wait for the frontend to become available before going about its business. Then we could remove the zoekt-wrapper script.
