BrowserExtensionInstalled event seems to be over-reporting

It looks like we're significantly over-reporting the BrowserExtensionInstalled event. Taking a look at Amplitude we see roughly 10k installations per week, however looking at the Chrome dashboard (which accounts for >90% of our installs), it's closer to 1k per week installations.
