User added Languages - Enable Hover - Strato follow-up

This issue is a follow up to a previous PR ( follow ups #1, #2) which added new configuration to remap syntax highlighting for file extensions. For example, that would allow site admins to configure Scala syntax highlighting for *.strato file.

Users may need to alter this file in order to enable hover interactions after configuring syntax highlighting. (for Strato this was amended here.

To get full codeintel functionality it would be good if this file was admin configurable so that users don 't have to fork Sourcegraph/Sourcegraph to enable hover on custom language extensions.
