SSBC: Implement resizable columns on editor and execution pages

Enable boundaries between columns on editor and execution pages that can be dragged to resize the widths of the columns. We should be able to reuse whatever powers this functionality for the sidebar on repo pages, i.e. https://sourcegraph.com/github.com/sourcegraph/sourcegraph.
