release: investigate or automate the manual merge in src/src during the release process

In the release process there is a step to manually merge one created branch publish-3.37 into the release branch 3.37. It isn't clear why these separate branches have to exist, but it results in a manual step to merge them at some point. Either automate or remove the need for this merge.
