release: ensure release captains can delete branches or force push in deploy-sourcegraph-docker

Release captains will likely need to fix errors made during the deployment of pure_docker mode in deploy-sourcegraph-docker. Currently this repo is restricted such that we cannot delete or force push to branches, which makes the act of performing the release require a member of delivery team.
